National Summary

The Commercial Motor Vehicle Safety Act of 1986 mandated that drivers of large trucks and buses must meet minimum national standards to be licensed. States maintain the right to issue commercial driver's licenses (CDL), but must adopt knowledge and skills testing and meet national licensing standards to determine a person's ability to operate a commercial motor vehicle. Drivers who operate special types of commercial motor vehicles also need to pass additional tests to obtain endorsements for those vehicles.
