This instruction (a) identifies selected general industry safety and health standards (29 CFR Part 1910) having applicability to shipyard work on navigable waters and from the water's edge to the gate of the shipyard, and (b) establishes a coordinated system of enforcement between the standards so identified and those of 29 CFR Part 1915 which deal exclusively with shipyard work. OSHA believes that this instruction will serve to clarify under most circumstances occupational safety and health compliance obligations in shipyard employment. This instruction represents the first step in the agency's program to eventually consolidate 29 CFR Part 1910 standards and 29 CFR Part 1915 standards into a single comprehensive set of OSHA regulations for use at shipyard locations.
