Hazmat Security
National Summary

A three-part security plan plus revised rules affecting training form a federal rule to mitigate the risk of criminal activity directed at the transportation of hazardous materials. The core of the rule is the security plan that must be developed and implemented by any facility subject to the registration requirements of the Pipeline and Hazardous Materials Safety Administration's (PHMSA) hazardous materials regulations. The plan must include an assessment of possible transportation security risks for hazmat shipments.
